this REALLY depend on what mobo and with what processor you use it.
a ram is clocked by the FSB and this determine the speed of data between CPU and ram (the bandwidth).

a ram with 667MHz specification on a 533MHz FSB is useless (it won't be faster than a 533MHz ram).

if your mobo runs with a 667MHz FSB then go for the DDR2 667, otherwise the DDR2 533 will do.

The memory in the second computer is about 10% faster then the memory in the first. This will give you a little more speed. However probably a lot less then "10%" as often the processor and bus speed are slower then the memory. Whether the difference is worth $100 is a hard call.

The amount (which is the same in both PCs) is more important then the speed, when they are that close....

The second one has a higher frequency which means it will work faster and all of the programs will run a bit faster.
