There are TONS of them... if you're having trouble getting approved for a conventional visa or mastercard, you can get a secured card through your bank by making a security deposit.
Two tips for getting approved: A bank account at least 6 months old and having direct deposit into the bank from your employer. You just need to show that you have a steady income to get your first card.
If you have good self control, first get a couple of department store cards and keep them current. You'll start getting credit card offers in no time! And you won't be required to make 30K!

This is the requirement set out by MAS, so I would think no Bank will issue a credit card without minimum income of $30,000.

My first credit card was from 1st Financial Bank USA when I was working part-time at minimum wage. The credit line was only $250, but once you get started you'll get higher credit line offers from other companies.

Personally (if you just need a slip of plastic) I'd recommend going to a bank and getting a check card.
