you can give an opinion but correct the sentence and if you can give a sentence the has a stronger position of the banning of whaling..

"It is imperative that" would be redundant. Your original sentence is understood to be imperative. You are telling Japan what it must do. Of course, you must have reasons to support your statement. Otherwise, it is just your opinion and is easily dismissed.
