The answer your looking for is "Anarchist" BUT that is NOT correct!!! Anarchists don't believe that any form of government is wrong. They believe that the existence of government should be abolished, but not that it's morally wrong. It's more a socio-economic reform movement. Those who believe that "government is wrong" are actually "Anti-Establishmentalists". There's a BIG difference. Anti-establishmentalists believe that government is not only wrong, but that the very establishment of power over the people, of any kind, is wrong. Anarchists don't believe that the establishment of power over the people is wrong, just that government is incorrect.

Somewhat misleading.
Anarchists feel there is no need for "the state," political boundaries that delineate people. Limited government is needed, but most feel that functions that government perform can be done by councils or panels made up of representatives from the communities themselves. They would do the necessary functions and then disband.
A very general explanation. As with any political philosophy there are differences and gradations.
