Non-technical language means everyday language, not the specialized language used by people such as engineers, doctors, lawyers etc.
For example, if you wanted to talk about people getting shin splints from runniing, you could explain that the big muscles at the back of the leg pull against the small muscles on the front of the leg and that's what creates the problem.
Or, you could say that the calf muscles overpower the tibial anteriors and create an imbalance.
The first is non-technical, the second is technical.

Technical language = jargon
Everyday language = colloquialism
