Black is a neutral and will work on any eye, but I would probably recommend a plum eyeliner for starters. I find that the plum provides contrast and helps make the green eyes really "pop".
However, you may also want to try a loden or navy eyeliner...it depends on your actual shade, but this can also work. Plum is more universal, however.

I would check out the Almay trio of colors (the have a trio of eyeshadow, an eyeliner, and a mascara) for green eyes. They actually do bring out your eye color.

Brown becuase it makes your eyes stand out more and it makes them look better which draws more attention to them.

I would definitiely go with any shade of brown. If you fell like playing it up sometimes, do purples!

black on the botton and line the top with white. try it you will be amazed what the white does for your eyes
