The women who drown her 5 kids originally went to jail but it was overturned on grounds of insanity.
You don't actually win with an insanity plea. You just avoid jail in exchange for a mental institution.
Maybe you are thinking of a temporary insanity plea.

A friend of mine killed another friend some years ago. Alan plead not guilty by reason of insanity. The jury accepted the psycho-analysis that Alan was insane at the time of the death. As a result he was sentenced to confinement to the Maine Mental health facility until he is deemed to no longer be a threat to society. It has been 22 years and Alan is still in the mental institute.
Under Maine law HE had to prove he was insane or unable to understand his actions as being wrong.
As a result of this part of Maine's insanity defense law only about two dozen people have used this defense to crime with success. All of them are still under full time confinement to the mental health system. A few have been allowed out for fully supervised "day visits" out of the hospital. But I repeat none have ever been fully released.
If he had been convicted of second degree murder (the charge against him), Alan would be out of prison by now. Due to the insanity defense however, he is still interred at the hospital.

What about that twit that shot President Reagan? He didn't go to prison, he went to a hospital.
I did a Yahoo Search for "Successful Insanity Pleas". I read a few of the teasers associated with the first few sites. Some of it looks promising. I think there may be a lot of information there that you could use in your speech.

BTW, If they had tried him for firearm violations they could have locked him up for 70 years and there would have never been a complaint. As it is now he gets over night and weekend passes to visit his parents. What a system!!!

Yes I know of 4 personally and I work with all 4 people at a non profit where I help them find jobs.
Yes they are mentally ill and have been institutionalized in a state mental hospital for 17 to 30 years, there really isn't much of them left by the time they get out!
