oblivion 4?

well i just bought oblivion like 3 days ago and im stuck on the part where you get the third of the 4 books. i know where it is but everytime i get it the guard stoppes me to tell me to go to jail?
help!!! im compfused.

OK go there and wait for the guy that is suppose to buy it,, wait till he has it. then talk to him if you ask the right questions, and say the right things he will give it to you as well as the location to get the 4th one.
