Great White Shark is a perfect killing machine. It is a successfully programmed species which is ruling the oceanic waters for more than 50 million years ago (Megalodon is the forefather of the Great White).

Only the size is reduced over eras, but the strategies for hunting and new methodologies have been evolved to suit various conditions over these years.

No Social Interaction. Great white hunts solitarily and thus interaction with other members of the same species happens only in 2 cases: (1) mating and (2) Feeding frenzy, of which both are short-lived (very short duration).

Orca is a perfect killing machine packed with lots of fun and mischief. This is a hunter which is said to be evolved from Basilosaurus (65 million years ago). But orcas with their current shape are recorded only till 10 million years ago, which makes it way too juinior to the Great White.

Social Life: Orcas hunt in packs, and also called informally as sea wolves. It is observed that they play frisbee with the freshly caught fish by throwing and catching with their mouths. Social Interaction is very high with mutual understanding, which is primary for their basic survival. So, they are easily trainable, and not to forget their extreme resemblences with humans (both are mammals, almost same bone features, well evolved brains, etc.)

Each animal is smart in its own way. Observe the features without comparison, and swim a while in their fins (like walk in other person's shoes) and then you would understand the universal fact that no animal is dumb.

Both species will become smart in their life time. The orca is a mammal which make this species more incline to learn on a level that humans can understand. These animals are able to be trained to do many task. Watch them preform in an aqua zoo. They are impressive. The shark is only programed to hunt, kill and breed and would not have the ability to interact with humans in a close environment.

That is hard to say, because no one has survived trying to give a Great White and IQ exam.

Not necessarily "dumb forever" They just don't have the mental capacity.
