What makes you think the government wants this?
The only power in America that truly wants an open border is business. Now they have recruited the ACLU and other liberal interests into their philosophy by making it a social issue, but at the end of the day, business is the only winner in this game. Even the Mexican people are suffering from the absence of so many of its people residing in a foreign country.
Until the silent majority in this country wakes up and starts forcing their representatives to actually represent them, then government will react to those who are active and doing all the pushing. For now it is business pulling all the strings. Don’t like it? start writing letters to your congressmen. Get organized and change things. Otherwise, you are giving business the authority to do what they do.

First off I would like to address "A Patriot". "A Patriot", GWB stated in the "State of the Union" recently that he wants to start a program which would open up the borders to Mexico and Canada.
Now, for the answer.
After much deliberation, the only conclusions I could come up with was that this was a coporate and political move. GWB plans on using this to help the deficit. If we keep track of the aliens and their income, we can tax them on it. But, this plan would hurt the middle class and make the lower class worse. We can gather this because we know that since the "Civil War" slavery was abolished and the American people will strike if minimum wage is dropped. Well, unfortunately for us, the peso is worth far less than the dollar, so Mexicans will tend to work for less. This is a good way for Big businesses to save money on labor and thicken their pockets. This is turn will make the middle class and lower class work for less so they can survive. "The rich get richer and the poor get poorer." With my research, the only thing I can figure as an outcome, is no more middle class America. This also benefits the so called, "New World Order". It will put the American people on their knees begging for help from the government which would give total control to the government. More of a selective dictatorship, if you will. The only outcome of this is bad. This could very well cause the next "Great Depression". As we've seen previously, total control to the government. It's simple really.
say we've got:
half the population of Mexico = M
the population of USA = U
and the total US income = I
The Income per capita (IPC) is:
IPC = I/U = Average income per household.
with increased population and lower wages:
IPC = I/(U+M)
This will dramatically put a strain on the pocket book of the american people and cause an economic recession.
This could also be used as a tool to justify a future war, as the Great Depression was ended with happening of WW2 as this provided jobs to the american people. If so, then this is a sick plan. There is no good that can come from this. If someone wants to immigrate here, they should do it the way everyone else has. Learn the language, take the test, and get a social security number like the rest of us.
This is a bad plan. Bush just wants to try to leave the office with a lower deficit so he looks better.
"Extending hope and opportunity in our country requires an immigration system worthy of America, with laws that are fair and borders that are secure. When laws and borders are routinely violated, this harms the interests of our country. To secure our border, we are doubling the size of the Border Patrol, and funding new infrastructure and technology.
Yet even with all these steps, we cannot fully secure the border unless we take pressure off the border, and that requires a temporary worker program. We should establish a legal and orderly path for foreign workers to enter our country to work on a temporary basis. As a result, they won't have to try to sneak in, and that will leave border agents free to chase down drug smugglers and criminals and terrorists. We will enforce our immigration laws at the work site, and give employers the tools to verify the legal status of their workers, so there is no excuse left for violating the law. We need to uphold the great tradition of the melting pot that welcomes and assimilates new arrivals. We need to resolve the status of illegal immigrants who are already in our country, without animosity and without amnesty.
Convictions run deep in this Capitol when it comes to immigration. Let us have a serious, civil, and conclusive debate, so that you can pass, and I can sign, comprehensive immigration reform into law."
-President Bush at the State of the Union 2007

I'm a second generation American, but I am the FIRST to say we need to close our borders and have LIMITED immigration to those who are actually qualified and legal.
I very much worry about groups such as Lutheran Social Services bringing in muslims to our communities. Sorry to be politically incorrect, but it IS a very violent religion. Especially when they start to file lawsuits to have the muslim women get drivers licenses with beekeeper outfits on and allow cab drivers to pick and chose their clientele.

Just think of the money saved on cheaper trucking by using uninspected undocumented and untrained Mexican trucks and drivers. Isn't that worth a few lives lost to accidents and or terrorist acts? Just think of how much cheaper illegal drugs will become as an added bonus. BIG BUSINESS RULES!!! NOT THE AMERICAN VOTER.
