Either she was just doing it for fun, to mess with you or make you upset or a little angry. However, if that's not the case, then she's probably going through some sexual frustration or confusion right now. I'm assuming she's a teenager, so her hormones are all imbalanced and whatnot; she's simply confused and out of control with her motions/actions. A lot of teenage girls (and boys) feel these kinds of sexual urges now and then, but your sister wasn't able to control her urge.
If she ever does it again, tell your parents immediately! That is a form of sexual harassment, if you didn't realize it. You need to tell your parents and sit down and talk with her about it. If she's trying to express some inner emotions or desires to kiss boys, she needs to be able to control herself or seek therapy. She should *not* be taking her sexual frustration out on you and making you unnecessarily stressed! If you don't correct this now, it could possibly lead to some broken family relationships in the future.

It doesn't seem that out of the ordinary. As long as it isn't an open mouth kiss or with tongue, I don't see anything weird at all. Just make sure to keep it at a little peck, and not something more.
