I know some people will think i'm being stupid .but i've posted the question this way on purpose

No it is notthe same.

To hate a person because of his or her colour is racis. It is also illegal.

But to act like a racis, laughing at a joke about or making a joke about a person because of his or her colour is not racist. As I have a number of mates who make fun of white people but they are not racist.

So the answer to your question is no.

You mean as in insulting someones race , is that being racist? It's called generalizing, and stereotyping which is pretty derogatory, but being a racist is actually having hate for a group different from you or self hatred towards your own people. Either way, both are completely inappropriate.

Yes. They're the same. A racist is racist.
Example: Jade Goody is a racist beacue she made racist remarks on big brother.

Well, I suppose you could have someone who is generally not racist behaving in a racist manner as a one off, but I would suggest that somebody whose behaviour is racist generally IS a racist.
