STEP 1: Start the FrontPage program. From the File menu, choose Open and open a web (a site). STEP 2: Click New from the File menu and choose Page. A dialog box will appear. STEP 3: Choose the first tab (General) to select a regular page. Click once on each page to see a brief preview and description. STEP 4: Select the second tab (Frames) to create a frames-based page. See "How to Create a Style Sheet for a Web Page With FrontPage" for more information. STEP 6: Add text to your new page just by typing. Many site are free. Try wetpaint.com. I just created a webpage for a project of mine free of charge. This site also guides you through the process. It was very easy to understand.

There are a ton of free, online sites which will provide a web address and basic website...basically a plug-n-play template. You provide some words and pics, choose a design, and voila! publish...! (including Yahoo!)
PS: This is probably NOT the right place for this question...but you have answers anyway...:)
