Does anyone know of any programs or computer algorithms to allow a user to input a set of pictures and produce/output geometric coordinates or 3d models with textures mapped upon them.

Depending on your budget:
Cyberscaning is the best method - these guys are quite good:

It is a fairly expensive process though.

I do not recall where I saw it, but there was talk or a retail model at some stage.

Otherwise look at a CG library like Turbosquid - what you want may already be out there.

a three-D rendering engine is what renders out the three-D pix for a application based off of the fashions and textures it could provide. maximum engines are used between many video games and purposes because of the complexity of their progression. straight forward output of those engines is OpenGL or DirectX.
