I am filling out a university application form, it gives you some space to write down why u applied to this course, your interests etc. It says limit of 500 words. i dont understand, do they want exactly 500 words from me or within 500 words?

This is an important part of the application process and your response will be "scored" points depending on how you answer. It isn't exactly how many words you use as much as it is "what you say." I would probably write a minimum of 350 words detailing my educational ambitions, interests, etc.
I would definitely tailor my response to my audience - the admissions officers reviewing my application and state the things they most likely want in an applicant.
Double and triple check your essay for correct grammar and spelling.

Remember one thing while you try to keep your essay length within 500 words. Someone in the application review committee should be interested in looking at your profile and docs further in a few seconds that they will alot to read your essay. So make sure that department sees in your essay what they would be typically looking for in a prospective student. Some departments have specific minors or areas they are popular for and if your interest matches their strong areas then you stand a better chance of being evaluated in detail to grant you admission.

They just want you to keep it brief. They're not going to count the words. Within 500 words is what they mean.
