I have a cousin that needed the same thing. He's an old hippy and it really looked cool on him... but it just depends on you.
He took an old worn out pair of cowboy boots and cut the top off of them. He put them on after he put his socks on and then just pulled them down over his regular farm boots. He needed rubber bottoms so he had an old pair of crocks and he just cut the top off of the crocks and used shoe goo (adhesive) to glue them to the bottom of his work boots. It really was a great look for him......Maybe not for you... you be the judge! But it definitely worked for him.

try red wing ; timberland wolverine

i do not think they make a 100% waterproof it will be water repellent . To diferent things timberland use to make them but they had a lot of returns I know was in shoe bussines fo35 years
no leather is100% waterproof
