From Article IV, Section II of the U.S. Constitution:

"A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime."

No state can legally refuse to extradite a person who is charged with a crime in another part of the U.S. I'm sure the courts have made exceptions in special cases but that's the general rule.

They all do. Extradition from one state to another is done case by case. No where to run, no where to hide. Even if you leave the country Dogg the bounty hunter will get you if the price is right.
