Nothing you can do to cheer him up, just let him talk, let him know you're sorry. Don't try to make it better. It's something he has to work through himself. But you're a good friend for caring and for asking what to do.

I don't think you can "cheer him up" but you can definetly say "I'm sorry your dog died, [friend's name]"

Call him and talk (you don't have to talk about the dog)
Take him to a movie or out for beer.
