Assuming at least a general mental image of the desired object, better yet a sketch, it seems to be a process of cut and try. Pardon the pun. I have never made one, I admit. But surely it is an effort which yields results by approaching simplified forms on folded paper first then refining the form with details. Different ways of first folding the paper no doubt will yield more or less facility in the effort, and will be the foundation for what you achieve. Experiment or experience will be necessary for this. Now I must get some paper and try my advice!

If you're pretty good with math , geometry then you can probably try making your own by doing some calculations . also you have to know the basics of origami ...
Origami (Japanese: 折り紙 oru, to fold, and kami, paper lit. "folding paper") is the art of paper folding. The goal of this art is to create a given result using geometric folds and crease patterns. Origami refers to all types of paper folding, even those of non-Japanese origin.
Origami only uses a small number of different folds, but they can be combined in a variety of ways to make intricate designs. In general, these designs begin with a square sheet of paper, whose sides may be different colors, and usually proceed without cutting or fastening the paper. Contrary to most popular belief, traditional Japanese origami, which has been practiced since the Edo era (1603-1867), has often been less strict about these conventions, sometimes cutting the paper during the creation of the design (Kirigami 切り紙) or starting with a rectangular, circular, triangular or other non-square sheets of paper.

Most people follow instructions (on website, book, etc.) and follow how to make a certain thing from there. I think you can also take lessons.
As far is how people invent it, there could be lots of reasons. Trying to make your own version of a certain animal, folding paper, or just by accident could be some of them.
