You can go either way. Most people celebrate it on Feb 28th, since that's the last day of February. But technically, you could also say it was March 1st since that's the day after Feb. 28th, which is when Feb 29th would really be.
All I know is my friend John in High School had really great parties when it was leap year and he got to have his real birthday! Ages 4, 8, 16, 20, 24, 28....

you could either celebrate it on February 28th or March 1st, your choice, still celebrate it though because you were born and its not like you only age every 4 years, its every year
