speak to the owners, meet the daily staff, and ask to speak to folks who leave their animals there, bring your animal with you and see how the staff interact with your family member.
I usually start by asking folks which kennel/babysitter they find best for their pets.
most folks are eager to tell you about the good and the bad.

Assuming there are some in your area, I'd just drop in and look at the condition of the kennels and the cages, etc. If you drop in you will see the kennels without them having any time to clean up for your visit.

If you are hesitant to do this, you can also check for a animal sitter service in your area. Most areas have a few people in their area who will come to your home and care for your animals once or twice a day. That way your pet can stay in their normal surroundings. These people should have a list of references for you to call.
