If my brother doesn't seed the torrents, and everytime he downloads a torrent and it has an red x on the left on the file, does it mean he can't download torrents anymore?

In all probability, the tracker is blocking bitcomet. The reason is that bitcomet is no longer supported, it's creators have abandoned it so it no longer supports newer protocols. It has been picked up by scammers, renamed BitLord, and loaded with spyware and adware and they even charge for a pro version. A huge rip off. Never ever pay for a P2P app, especially a BT app.
Switch to a newer client. Utorrent is my favorite because it's free(of course), stable as a rock, and its lightweight so it uses little system resources. You could also try Bit Tornado and Shareaza. Each has it's good points and bad points.
