Can be interpreted in more than one way,I believe..
Do you spare the rod and spoil the child?
Or If you spare the rod(punishment) you spoil the child?

It means without dicipline a child grows up spoiled and believing that they can do whatever they please with no consequences. Dicipline teaches a child to consider the consequenses of their actions and take responsibility for whatever happens in relation to their actions. An undiciplined child grows into an undiciplined irresponsible adult.

If a child is not discipled, he/she won't appreciate the consequences of his/her actions. Or to be blunt...
