It all has to do with the temperature of the upper atmosphere. The layer where the clouds are. Snow generally starts out as rain but as it falls to earth, the temperature turns it into snow. Freezing rain generally comes to earth as water vapour but turns into ice when the ground temperature is below freezing. Hail on the other hand starts out as frozen ice.

THAT'S A GOOD QUESTION! It snows because it's cold enough to snow (around or below 32 degrees Farenheit) and it rains becuase it's warm enough to rain (above 32 degrees).

It snows when the water vapor in the clouds freezes directly into ice without going through a water stage. It rains when the water vapor just coalesces into raindrops and falls without freezing. Or as I told my little brother, "You get snow when the clouds get so cold they freeze and fall apart."
