the 14 or 15 is the diameter of the wheel. You can't put 14's on a 15 rim or the other way either.

of course you do... you can get tyres with a larger wall though but that is not measured the same. i have 14" rims and i can put 195/65, 215/65 or 225/65 (first number is width, second is height)tyres on my car if i want a low front and high back with wider wheels on the back i could put the 195/65R14 or 215/65R14 on the front and 215/70 or 265/70 on the back. the larger width can improve performance but cost more, if you want wide walls use the 225's. there is only a couple inches difference but thats all that matters. be careful if you use the smaller tyres you will find it harder to turn (specially at high speeds) and may clip speed humps. make it too big or small and it will look stupid. just make sure the tyre can fit properly or it may rub the wheel well while turning.

Yes, you would need to match the rim size to the inner tire diameter on all tire sizes. The tire diameter is in stamped raised letters on every tire made. Rim diameters are somewhat tricky to measure. From the outside bead to the other on a rim is about 1 /18 inches larger in diameter than the stamped tire diameter.

Must change the rims(wheels) if you're changing the tires from 14" to !5", or vice versa.

The rims are measured in inches...14" is the size and 15" is of course 1 inch bigger.

The inch measurement in question is the diameter of the wheel, not the tire. You can't use a 14-inch diameter peg (the wheel) to fill a 15-inch diameter hole (the tire) so yes, you need new wheels.
