A protocol is a set of rules for doing something. Pharmaceutical companies have drug trial protocols (they have to be carried out in a certain manner/according to stringent rules to become predictable and valid). Diplomatic protocol - the social/cultural rules/proscribed behaviour for communicating with people from other countries in diplomatic circumstances. Presidential protocol - the rules the president has to follow when foreign dignitaries visit the White House, speaking to the Senate or Congress....

TCP and IP are both examples of network protocols.
