The active ingredient in all vinegar is acetic acid. It's usually 4-5 percent for white (distilled) or flavored vinegars (like red wine or apple cider vinegar) and 6% in balsamic vinegar.
Vinegar is diluted to get a uniform acidity (which you can check on the bottle.)
Any kind of vinegar would work. But use white vinegar, because it's cheaper. Plus, it won't stain if you spill it, which might happen with balsamic vinegar.

Pennies are copper. They oxide differently than iron. Iron gets rust. Any vinegar will probably do it. It is the acid that does it. The cheapest way would be inexpensive white vinegar. I use it to clean with.

Since it is the ascetic acid in vinegar that removes the copper oxide either red or white, or apple cider, or rice vinegar will do. So, any acid food will do as well like lemons or lime juice. Even a vinegar based hot sauce will do!

It does not remove "rust" from the penny, it removes the patina, allowing the original metal to show through. rust is iron oxide, not copper "oxide".
Either kind of vinegar will work just fine, but it will be easier to see the penny in white vinegar.

Hi NBB, White vinegar. You can use it for all sorts of things. It is a great carpet cleaner. The smell of vinegar go's away after it dry and get's your carpet really clean. A Friend.

White vinegar. Lemon juice, tarnish remover and Steak and Shake's pepper vinegar stuff are also very effective at removing tarnish from pennies.
