volunteer at your local elementary schools. Set up programs at local libraries.
Reality is that kids need someone to read with them one on one. Parents don't always have the time, and teachers have 20 give or take other kids in class to teach also.

I think this is going to be virtually impossible, but it's a great idea. If it was just a matter of money to build schools than it would be an easier problem to solve, but it's not just a matter of money. Even in wealthy countries, illiteracy is rampant. In those countries, I blame tv. It's much easier to watch a movie than read a book, but do you get as much out of the movie as the book, no. Great question, but unfortunately there's no easy answer.
