He helped cover up a dirty case at his former dept. The other 2 cops involved, friends of his, came to Vegas. 1 of them was like a father to Keppler, Keppler was with this guy's daughter. This guy raped his daughter & blamed another man. Keppler killed that guy. In the end he figured out the truth and in an attempt to make it all right, he killed the bad cop and ended up getting killed too.

He was the guy sent in to cover for Grissom while he was on leave.But he was a bad guy and then they killed him at the end.
