It all depends. If the dad has a real job, then you've got half a chance at getting your child support. You need to talk to the DA's office, and get charges filed.
If he doesn't have a real job -- rotsa ruck. You're not going to collect squat.
My wife was supposed to get child support from her ex, and he didn't pay a dime -- he worked under the table. She spent $3000 of her own money to take him back to court, where the judge told him "Mr XYZ, if you have $25 in your pocket, you'd better send $15 of it to your kids".
She still hasn't received a dime.
Still, file charges with your local DA...who knows, maybe it'll scare him enough to work.

seems to me, you need to apply some heat to the case. if your caseworker isnt on the ball, or dept isnt, then pull rank.
1) write a letter. in it give your contact info, case number, his info, and the problem. ask them what they are doing about it.
then take that ONE letter and fax it to the following:
a) your states Attorney General (link is below)
b) your states Governor (link is below)
c) your states Regional FEDERAL Child Support Office (link is below)
phone calls are useless; they are ignored, denied and forgotten. mail ends up on someones "to do" pile, but FAXES are effective. its proof you sent it and proof they recieved it, therefor, they HAVE to address it. if you cant find a fax number (most are listed online) then just call them and ask for it.
if you hear nothing in a week, fax them again. fax them weekly if need be. its the squeaky wheel that gets the oil, if ya know what i mean.
2) post his DEADBEAT FACE ON A DEADBEAT SITE ONLINE.
