Good question! I've attempted to research it on the Internet but still I cannot find the answer. This usually means it wasn't necessarily said by anyone famous. Perhaps it is simply one of those expressions that caught on without any knowledge of the original speaker.
If it was someone famous, I'd have to guess Washington or Jefferson. If you find out, let me know! I looked everywhere I could think to online.
