There are a few liquid solutions that do not have water:
1. Liquid Mercury
2. Liquid Hydrogen
3. Liquid Nitrogen
4. Oils (Olive oil)

A solution must contain at least two components, a solute and a solvent. One component must be dissolved in the other. Liquids of single components are not solutions, ie liquid nitrogen.
Non water based solutions include propylene glycol and glyceroltriacetin. I also like the iodine and amalgam answer.

Gasoline, kerosine, any solvent, really. Carbon tet.
Gycol. Glycerine.
There are many, many liquids which don't contain water.
