Well, all I can say is that most fish don't act aggressively for no reason. The most common reason for aggression is overcrowding. You haven't said how big your koi is, how many goldfish you have or how large an area you're keeping your fish in and whether it's an aquarium or pond. But, I am betting that if we got all of this information, we would find out that your fish don't have enough space. Do some research on the water requirements for goldfish and koi and then do your math for the space you're providing your fish and coordinate their water accordingly. I'm betting that, if your koi really is doing this, that correcting the environment will stop the problem.
