If you can access it for free, then yes.

Of course, stuff that's expressly forbidden all over the world, like child porn would be illegal, and (although I haven't tried) I would imagine that's impossible to get at without a credit card anyway.

no providing your not paying to download stuff that involves minors then its not illegal. but if they are asking you to pay for it, then be cautious.
