My advice is start small. For example, "Mom, I would like to start wearing a little lip gloss and mascara." Then once she is used to the idea of you wearing a little makeup you can ease her into other things like eyeshadow or blush. Make sure you tell her you will keep it natural because she may be concerned you will look like a floozy (not that you will, by the way).

try something like "mom, do you think that maybe i could start to wear some make up? I dont need a lot, just a few things that girls my age can wear."

just calmly have a talk with her. just ask her if you can start wearing make-up, simple as that. if she says no, don't get all upset. talk with her about it. i wouldn't recommend it, but if all else fails, refer to your sisters whom she let wear make-up

im 12 and b4 skool started i wanted to where makeup so i just asked her... i said 'mom can i wear makup to skool?" and she said yes=]]
