A group of 11 people. 7 are soldiers and 4 are civilians.

I would say that the writer is leaving on some kind of voyage, probably by ship which he /she has bought or owns and which boat is to be manned by 11 people, 7 are soldiers, 3 are young and one is a pilot I suppose for guidance through difficult ports, channels or landings ( or ports)

Hands means hired workers. As in "hired hands" or "all hands on deck." Seven of the people are soldiers.
