The KOH should fully ionize into K+ and OH- ions.

I think it would dissociate like it should, completely in water and form a strong basic solution.

Deionized water removes other anions and cations, like Ca++, Na+, Cl-, etc. Pure water has 10^-7 each [H+] and [OH-], which shouldn't have any effect on the dissociation of the NaOH.
