Use a program called GAIM which can be easily found on the net (portable version preferred). It lets you log into most peer-to-peer chat facilities like MSN, YAHOO, AIM etc... with the added advantage of telling you EXACTLY who has blocked you.

Well i have like 4 accounts.. so i add them onto all of them... then when they are just talking then leave ill sign out and sign into one of the others as offline and i figure out who had blocked me!

yes if you go on MSN click on your name go to personal setting and click privacy and then it asks if you wanted to see who's list you are on
