why is it my brothers older (factory strung )racquet still is very tight in the strings....iuts like u can barely slide them around with ur fingers....and then at the same time my racket's strings( which has just been restrung twice at higher psi )can easily be moved with fingers?

The smaller the head size, the tighter the strings stay. The strings also matter, a soft multifilament will lose more tension than a solid core single wrap string. A tight stringbed has disadvantages (less feel and less rebound power) but has the advantage of better control and sometimes better durability (slower notching). If you like it tight, ask your stringing to string the mains 5 lbs tighter than the maximum value of the range of the racquet, and do the crosses at the maximum value. Strings lose alot of tension after the string job due to string elongation (not a rigid material, stretches).

Most likely different racket, different strings, a different stringing machine, and a different stringer!!!
I can always feel a difference if any of the things I listed above is different. So if all of those "variables" are the same, than I haven't a clue!
