The fetus needs an aqueous environment early on in development.

Placental fluid is to help 'cushion' the fetus while it is developing ... as the fetus gets larger, it needs less 'fluid' so the general 'size' may go up only because the fetus is getting larger ... the 'fluid' is actually going 'down' in amount throughout the pregnancy.
