They could be used for all kinds of things - Christmas tree ornaments, sleigh bells, in rich households to ring for servants...

Can you be more specific? Is this connected with E. A. Poe's poem "The Bells"? If yes, the silver bells in it are sleigh bells, iirc, and they symbolize joy and happiness.
