Is there a difference in a Personnel and Human Resource Manager?

It's pretty much a matter of preference by whoever assigned the title. There are more differences in responsibilities within either title as there are between the two.

No, there is not a difference.

Synonyms include personnel administration, personnel management, manpower management and industrial management, but these traditional expressions are becoming less common for the theoretical discipline.
