During the Ming Dynasty in China, Emperor Ming was infamous for his brutality. Anyone that opposed his violent rule would be killed by his henchmen. These henchmen he sent out were known as the Tamaki.
The Tamaki traditionally rode in groups of 13, and would not only slaughter the offenders as labeled by Emperor Ming, but would also kill, rape, and maim anyone else in their way.
These roving groups became known simply as the 13. Since then, living anywhere where 13 is associated is bad luck.

What I can tell you is that 4 is considered an unlucky number in much of Asia. Of course, you can say 13 is 1 plus 3 and that equals 4. But in Japan, 13 is considered a lucky number.

i know 4 is bad because in Chinese it sounds a little like die/death otherwise i dont know.
