With the description you give it really sounds like a map turtle. there are several species to choose from but the jagged "razor" you describe is indicative of the maps. Where did you acquire the turtle? I have been rescuing turtles for over 20 years from people that have no clue how to properly care for their turtles. They acquire them because they are "cute" and think they are easy. Please don't be one of these people.
Really the best way to tell if it either aquatic or land is to simply put it in water that is deeper than it is tall if it sinks it is a water turtle...land turtles float. Remember water turtles cannot swallow their food unless they are underwater. It is not uncommon for turtles to hunt prey on land and drag it back under to consume it.
Be sure to positively identify your turtle so you can provide the proper living conditions and diet to ensure a happy turtle life.
