How would you test it? If you can't test it, then it's not really a theory -- its just a hypothesis, a suggestion.

It isn't a hypothesis, yet, goring. Since this is such a radical suggestion you are burdened with suggesting how it might be tested. This is important, because if one can't suggest how it might be tested it is not a scientific hypothesis.
Why would that be? Consider the following assertion: there exists an English sentence that when spoken while standing on one foot will cause 1 million euros to be deposited in one's bank account. How could one test this? How many different English sentences are there? You see the problem? The statement sounds empirical, but it really isn't; or more properly, it is empirical, but not testable so not really scientific.
So, do you have any ideas how we might test your suggestion?

If dark matter were involved in that, I think we would have foudn definitive proof of it by now. So I'm highly skeptical that it is involved in that.
