Paychex states on face of check, void after 180 days, I have complied to the letter. Now say they are changing the rules just for me, will not honor my wage checks from work after 30 days,
will void them. Who governs ? Wage & Hour? (if i don't get paid for working?) FTC? (3rd party doing something else with my wages other than paying me) Small Claims Court ? (non payment of wages) Who to contact and levy complaint ?

You have a number of problems balled up together, and not quite enough information to answer most of them.

With whom do you have a contractual relationship? If Paychex is a third party, with whom you have no contractual dealings, your recourse would be with your employer. If Paychex is your actual employer, the situation is different.
