"The oldest wheel found in archeological excavations was discovered in what was Mesopotamia and is believed to be over fifty-five hundred years old." -Mary Bellis
It is probably impossible to say when it was discovered and to be sure if it was really the first time man made a wheel. But for now 5500 years ago will do...

The wheel is everywhere on all our cars, trains, planes, machines, wagons, and most factory and farm equipment. What could we move without wheels? But as important as the wheel is as an invention, we don't know who exactly made the first wheel.
The oldest wheel found in archeological excavations was discovered in what was Mesopotamia and is believed to be over fifty-five hundred years old.
hope this helps.

I would go with c. 3800 BC, perhaps earlier. The earliest actual evidence we have points to c. 3500 BC, as potter's wheels; but I would say that it must have been used before that. We just don't have the evidence yet.
The wheel was not used on carts until about c. 3200 BC.
