There are many websites that can host your site. You just sign up with them. If you want a .com website, that will cost money.
Sites like Bravenet.com, or domain-website-hosting.com are great sites to start with if you're willing to make a .com website, and if you know HTML.
Freewebs.com is a FREE website hoster, but your website will look like this: http://___.freewebs.com. Also, it's a good idea to make sure you know HTML if you want to sign-up with
Freewebs.
Piczo.com is a GREAT place to start if you're a total novice or completely NEW to website making, as you don't need to know HTML at all!!! Piczo is a nice simple site, and a perfect chance to start website building if you haven't already.
Just to let you know, HTML stands for HyperText Markup Language. In other words, it is a major "Internet language" that you use as a code to position images and text on your website. It's a good idea to learn HTML if you want to build a really good website! (NOTE: There are a lot of HTML teaching tutorials out there like http://lissaexplains.com/ that can teach you HTML!)

business or personel use? If a business you will need to look at some turn key systems. Personnel, well there are so many options to choose from. Try mindspace, or geosites

This a pretty broad question. But yer you need to work out the purpose of your site then go from there
