Recently when I have been shutting down my engine on a 98 Pontiac Grand Prix the needle on the RPM gage has been jumping to 2000-3000 RPM before settling to 0. It happens quick, but I was wondering what might be causing this to happen.

Would using mid to high octane gas have any effect?

The engine is not reving up, it is only the needle that is jumping up.

It's a common "knee jerk" reaction in the cluster.Don't sweat it.

I know that in some cars, especially ones with a turbo package when you shut them down they would rev up and then go back down, It happens to our minivan (2000 Dodge Grand caravan) and we have taken it to so many tanny shops I cant even count and they couldnt tell what was wrong. but yeah, good luck.

its probably the transition from the alternator to the battery power since when the engine goes off all the power switch to comming from the battery which would be fully charged as compared to the alternator which has the engine accessories working off it

It sounds like it may have some kind of short in it. But I wouldn't worry about it.
