That's just a sign of a good person. But anyways, it all depends on the situation. If they're around the person who's doing something bad or somehow know of it and didn't do anything then you bad feelings do arise.
I usually feel bad when something happens to my closed ones or something bad I'm aware of and was unable to do something about it.

I know I feel bad about things, even when they're not my fault or something I could have controlled. I don't like to see bad things happen ,especially to good people.

Most people don't like to see another person struggle or hurt, unless they have some kind of issue. So we fell bad when we see it, it's called Empathy (putting yourself in their shoes). We could all use a little more of it.

I've done bad things in the past & got my own worries & problems to deal with, not think about them-if I did, it's something to laugh at.
